N. Korea summit may go ahead as diplomacy heats up

Kim, who formerly headed the North's reconnaissance bureau, is expected to have been granted a temporary waiver to travel to the U.S. The two countries do not have formal diplomatic relations and therefore no representation in each other's capitals, but North Korea does have a diplomatic mission to the United Nations in NY.

China, North Korea's longtime ally and chief trading partner, has sought to position itself as a key intermediary in talks over Pyongyang's nuclear weapons program.

Earlier on Sunday, South Korean President Moon Jae-in said he and North Korea's Kim had agreed during a surprise meeting on Saturday that the North Korea-U.S. summit must be held.

South Korean media also reported that a North Korean delegation arrived in Singapore on Monday night for probable summit preparations with USA officials.

Allison Hooker, a National Security Council official for Korean affairs, left the hotel by vehicle at 9:40 a.m. on Tuesday, followed by U.S. Ambassador to the Philippines Sung Kim, a seasoned nuclear negotiator, and Randall Shriver, assistant secretary of defense for Asia and Pacific security affairs.

"The remaining issue seems to be the measures North Korea and the United States will take as the first step".

The United States targeted Kim Yong Chol with sanctions. Kim and Moon met Saturday, May 26 for the second time in a month, exchanging a huge bear hug and broad smiles in a surprise summit at a border village to discuss Kim's potential meeting with U.S. President Donald Trump and ways to follow through on the peace initiatives of the rivals' earlier summit.
