Trump Signs EO Targeting China’s Growing Dominance In Artificial Intelligence

The text of the executive order has not yet been released, but President Trump's announcement late this afternoon of the order launching the "American AI Initiative" asserts that the us leads the world in AI now, and that maintaining that position "is of paramount importance to maintaining the economic and national security of the United States". The President was returning to the White House after his annual physical exam at Walter Reed National Military Medical Center.

"The United States must drive technological breakthroughs in AI across the Federal Government, industry, and academia in order to promote scientific discovery, economic competitiveness, and national security", the order stated.

As The New York Times reported on Monday, "the order does not set aside funds for A.I. research and development, and the administration provided few details on how it will put its new policies into effect".

The executive order calls on federal agencies to prioritize the AI research, assist investigators in accessing federal data, and ensure that the field moves forward in an ethical and safe direction. Trump directed all agencies to prioritize research and development funding for AI and prepare implementation strategies to take full advantage of the power of AI technology.

There was no specific funding announced for the initiative, but the White House wants better reporting and tracking of spending on AI-related research and development. The executive order will direct government agencies to launch computer science programs and other initiatives aimed at helping workers adjust for shifts in the job market.

This technology-promoting initiative calls for protecting the advantage of the United States in AI "against strategic competitors and foreign adversaries", but without specifying its competitors or adversaries. This action will help educate the AI R&D workforce our Nation needs to create and embrace new AI technologies.

The American AI Initiative is accelerating our Nation's leadership in AI.

"The good news is America's research infrastructure in artificial intelligence is leading the world, but other countries are making much more aggressive investments and rapidly closing the gap, especially China", Brynjolfsson warned. In 2017, Beijing unveiled plans to establish a $150 billion domestic AI industry by 2030.

Finally, the American AI Initiative will seek to foster stronger technical collaboration with other countries. The Chinese government has made a 10-fold increase in AI output a national priority for coming years, and many companies there are deploying machine-learning systems to update banking services, identify faces in crowds, and control drones. Lastly, the USA will foster global collaboration for AI.
